Why Pilot Success Doesn't Predict Scale Success
The Pilot Had Ideal Conditions
Your pilot team was selected because they were ready. Enthusiastic leadership, clean data, willing users, dedicated support. These conditions don't exist everywhere. The next ten teams will have different data quality, different levels of enthusiasm, and different operational pressures.
The Pilot Had Concentrated Attention
During the pilot, the project had executive focus, dedicated technical support, and a champion who was invested in success. At scale, that attention gets diluted across multiple teams. Each team gets a fraction of the support the pilot had.
The Pilot Solved One Problem
The pilot addressed a specific use case tailored to one team's workflow. Other teams have different workflows. The AI capability that saved the claims team 60% of processing time might save the underwriting team 10%, because their problem is structured differently.
The Scale Playbook
Phase 1: Codify What Worked (Weeks 1-4)
Before you roll out to anyone, document what made the pilot succeed. Not just the technical setup. The whole picture:
- What use case was selected and why?
- What data preparation was required?
- How was the team supported during transition?
- What resistance emerged and how was it addressed?
- What was the realistic timeline from deployment to sustained usage?
- What ongoing support does the team need?
This becomes your rollout playbook. It won't apply perfectly to every team, but it gives you a starting point.
Phase 2: Select the Next Wave (Weeks 4-8)
Don't roll out to everyone at once. Select 3-4 teams for the second wave based on readiness, not priority.
Readiness factors:
- Team leader is supportive and willing to champion the change
- Data quality is sufficient (or can be improved quickly)
- The use case adaptation is clear (the team can see how it applies to their work)
- The team has capacity to absorb the change (not in the middle of another major project)
Teams that are strategically important but not ready should wait. Forcing AI onto an unprepared team produces a failure that's harder to recover from than a delay.
Phase 3: Adapt, Don't Copy (Weeks 8-16)
Each team will need the AI capability adapted to their workflow. This isn't customisation for its own sake. It's the difference between adoption and rejection.
The claims team processes documents. The HR team processes applications. The AI capability is similar (document classification and extraction), but the workflow, terminology, edge cases, and quality standards are different. Each team needs the capability configured for their context.
The pilot was bespoke. The scale needs to be standardised enough to be maintainable and flexible enough to fit real workflows. That balance is the hardest part.

Phase 4: Build the Support Layer (Ongoing)
At scale, you can't provide the same intensive support the pilot had. You need a sustainable support model:
Champions in each team. At least one person per team who's been trained on the AI capability and can provide first-line support to their colleagues.
Central expertise on call. A small team (2-3 people) who handle complex issues, capability improvements, and cross-team learning.
Self-service resources. Documentation, video walkthroughs, and prompt libraries that teams can access without waiting for support.
Regular check-ins. Monthly touchpoints with each team to surface issues early. Not formal reviews. Conversations.
Phase 5: Measure and Iterate (Months 6-12)
Measure adoption team by team, not organisation-wide averages. An average adoption rate of 50% might mean one team at 90% and another at 10%. The team at 10% needs attention. The average hides that.
Track:
- Usage frequency per team (daily, weekly, sporadic, abandoned)
- Task completion rates (are people finishing the AI-assisted workflow or abandoning partway through?)
- Time savings per team (compared to pre-AI baseline)
- Support requests per team (high requests may indicate poor fit, not poor adoption)
- Voluntary usage vs mandated usage (the real test)
Common Scaling Mistakes
Rolling out too fast. Deploying to 20 teams in 8 weeks means none of them get adequate support. Better: 4 teams every 8 weeks, with each wave informing the next.
Assuming one size fits all. The pilot use case may not be the right first use case for every team. Let each team start with their highest-pain, lowest-risk task.
Pulling support too early. "The pilot team is self-sufficient after 6 weeks, so everyone will be." The pilot team had ideal conditions. Other teams need longer.
Ignoring the teams that struggle. When one team isn't adopting, the instinct is to focus on the teams that are. But the struggling team teaches you more about what needs to change in your approach. Investigate. Adapt. Don't ignore.
Declaring success at deployment. Deployment is the start of adoption, not the end. A system that's deployed to 500 users but actively used by 50 hasn't scaled. It's been installed.
Scaling AI is slower, messier, and more people-intensive than most enterprises expect. The organisations that get it right treat it as a change programme, not a technology rollout. They move at the speed their people can absorb, provide support that matches reality, and measure adoption by usage, not deployment.
