Contract review, regulatory monitoring, risk flagging - AI can do all of these today. But the gap between vendor promises and production reality remains wide.

Legal compliance is one of the most promising enterprise AI use cases. It is also one of the most overpromised. Every vendor in the space claims their tool will "automate compliance", but what does that actually mean today, and where are the boundaries? The picture is more nuanced than the pitch decks suggest, and the gaps matter most for organisations operating in Aotearoa's distinct regulatory and cultural landscape.

Where AI Actually Works Today

Three areas where AI delivers real, measurable value in legal compliance right now:

Contract Review and Extraction

This is the most mature capability. GPT-4 and similar models can read contracts and extract key terms, obligations, deadlines, and risk clauses with genuine accuracy. Not perfect accuracy - but good enough to dramatically reduce the hours a legal team spends on initial review.
The key word is "initial." AI handles the first pass. It flags unusual clauses, identifies missing standard provisions, and surfaces potential conflicts. A human lawyer still reviews the output. But instead of reading 200 pages, they're reviewing a structured summary with flagged items.

What vendors oversell: Full autonomy. No production-grade system we've evaluated can replace legal judgement on complex or ambiguous contract language. The AI finds the clauses. The lawyer interprets them.

Regulatory Change Monitoring

Regulations change constantly. Keeping track of which changes affect your organisation is a full-time job - often several full-time jobs. AI is genuinely good at this: scanning regulatory databases, identifying relevant changes, summarising impact, and routing alerts to the right teams.
This is a pattern-matching problem at its core, and large language models excel at it. The AI reads regulatory updates, matches them against your compliance obligations, and flags what needs attention.
What vendors oversell: Automatic compliance. Knowing about a change and implementing the response are entirely different problems. AI handles the first. The second still requires human judgement, process changes, and often legal interpretation.

Risk Flagging and Anomaly Detection

AI can scan large volumes of documents, communications, and transactions to flag potential compliance risks. Anti-money laundering, sanctions screening, conflict of interest detection - these all benefit from AI's ability to process volume that no human team can match.
What vendors oversell: Precision. The false positive rate in compliance risk flagging remains high. Better than keyword-based systems, certainly. But not the "95% accuracy" that appears in marketing materials. Real-world accuracy depends heavily on the quality of your training data and the specificity of your compliance rules.

The Vendor Promise vs Production Reality Gap

Here's where it gets uncomfortable for the vendor ecosystem:

The gap isn't necessarily dishonest. It's the difference between controlled demo conditions and messy enterprise reality. Your contracts aren't formatted like the training data. Your regulatory environment has local nuances. Your team needs to trust the system before they'll use it.

The NZ Context

New Zealand's legal and regulatory landscape adds specific considerations:
Te Tiriti obligations. AI systems processing compliance data that relates to Māori interests or Māori data need to account for Te Tiriti principles. This isn't a theoretical concern - it affects how data is collected, processed, and governed. Most offshore AI compliance vendors have no framework for this.
Privacy Act 2020. AI processing personal information for compliance purposes must comply with the Privacy Act. This includes transparency about automated processing and the right to challenge automated decisions. The compliance AI itself needs to be compliant.
Small market dynamics. NZ's legal market is small enough that AI models trained on US or UK legal corpora don't transfer cleanly. Contract conventions, regulatory structures, and legal terminology all differ. Local fine-tuning or at minimum local validation is essential.
The most significant gap in legal AI is not the technology. For Aotearoa, that gap includes Te Tiriti, the Privacy Act, and the simple reality that our legal conventions differ from the jurisdictions these tools were built for.

If you're evaluating AI for legal compliance, five questions cut through the marketing:
  1. What's the accuracy on NZ/AU legal documents specifically? Not US benchmarks. Your documents, your regulatory environment.
  2. What happens when the AI is wrong? What's the error handling? How are mistakes surfaced and corrected?
  3. How does the system handle ambiguity? Does it force a classification, or does it flag uncertainty for human review?
  4. What data governance is built in? Where does your data go? Who can access it? How is it retained?
  5. What's the human-in-the-loop design? How does AI output integrate into your existing legal workflows?

  • Start with contract review. It's the most mature capability, delivers measurable time savings, and has clear human-in-the-loop patterns. Low risk, high learning value.
  • Treat regulatory monitoring as an augmentation play. AI surfaces changes. Humans interpret and implement. Set expectations accordingly.
